The Turkish Ministry of Education, which is the applicant organization, is responsible for carrying out all the educational, financial, legislative and managerial duties and services at secondary level vocational and technical schools and at the other same level nonformal training institutions in Turkey. ETOGM manages and provides vocational training to 847.155 students at 2.267 vocational high schools across Turkey with 42.534 teachers and trainers in approximately 224 vocational branches. It is responsible for developing, revising educational programmes and curriculum, for preparing text books and training materials. In cooperation with affiliated sectors and institutions, it takes necessary precautions and makes requisite plans in order to increase the quality in management and training activities. ETOGM is the member of the executive board of Vocational Qualifications Authority, and contributes to the preparation of vocational standards in line with EU standards.

Sea transportation is one of the leading sectors in Turkey, with its 8.000 kilometres coast line, with thousands of ships passing through the Straits, with Mediterranean, Aegean and Black seas connecting the three continents, with its trade fleet exceeding 15 million DWT. Therefore maritime training is crucial to meet the sectoral demands for qualified workforce. To this aim, ETOGM is providing maritime training, including ship building, to 8.826 students at 62 secondary level maritime vocational schools in the country.
